Core Philosophy

"法令所以导民也,刑罚所以禁奸也" (Laws guide the people; punishments prohibit evil) "奉职循理,亦可以为治,何必威严哉" (Fulfilling duty and following principle achieves order—why need severity?)

Governance Principles

1. Lead by Example

  • Officials must demonstrate integrity first
  • "不教而民从其化" (People follow without being taught)
  • Personal conduct influences public behavior

2. Minimal Intervention

  • "政缓禁止" (Gentle governance, natural prohibition)
  • Avoid frequent law changes
  • "令数下,民不知所从" (Too many orders confuse the people)

3. Adaptive Policy

  • Work with natural cycles:
    • 秋冬: Encourage mountain gathering
    • 春夏: Utilize water resources
  • "各得其所便,民皆乐其生" (Each finds their advantage, people enjoy life)

4. Conflict Resolution

  • When policies cause disruption:
    1. Listen to affected parties
    2. Assess actual impact
    3. Return to proven methods if new policies fail
    4. Example: Currency changes reversed when markets destabilized

5. Indirect Influence

  • Instead of direct orders, change conditions:
    • To raise cart heights: Raise the barriers at gates
    • Let people adapt naturally
    • "居半岁,民悉自高其车" (In half a year, people raised their carts themselves)

  • "食禄者不得与下民争利" (Officials cannot compete with commoners for profit)
  • "受大者不得取小" (Those who receive much cannot take the small)

Example: Refusing Gifts

When offered fish as a gift:

  1. Consider: "I can buy fish with my salary"
  2. Reason: "If I accept and lose my position, who will give me fish?"
  3. Decline to maintain integrity

  • "吏无奸邪,盗贼不起" (No corrupt officials, no bandits)
  • "市不豫贾" (No price manipulation)
  • "门不夜关,道不拾遗" (Doors open at night, lost items returned)

Verification

  • Confirm officials are leading by example with personal integrity before issuing directives to the populace
  • Validate that law changes are infrequent and that people understand current regulations without confusion
  • Check governance outcomes against the classical benchmarks: no corrupt officials (吏无奸邪), no bandits (盗贼不起), doors open at night (门不夜关)
