About this capability

Use when choosing between transformative and adaptive governance for a new territory. Compares Bo Qin's 3-year reform approach in Lu with Taigong's 5-month adaptive method in Qi, guided by the principle: 政不简不易,民不近.

Overview

Framework for choosing between transformative and adaptive governance approaches, illustrated by the contrast between Lu and Qi.

Two Approaches

Transformative Approach (Bo Qin's Method)

  • Change existing customs
  • Reform established rituals
  • Implement three-year mourning period
  • Timeline: 3 years before reporting results
  • Risk: May create distance from the people

Adaptive Approach (Tai Gong's Method)

  • Simplify ruler-subject rituals
  • Follow existing customs
  • Work within local practices
  • Timeline: 5 months before reporting results
  • Risk: May lose some control over transformation

Decision Criteria

  1. Urgency of Results: If quick stabilization is needed, choose adaptive approach
  2. Cultural Distance: If local customs align with your goals, adapt; if not, transform
  3. Long-term Goals: Consider whether integration or transformation serves better

Key Principle

"Government that is not simple and easy will not be close to the people; if it is level and easy and close to the people, the people will surely return to it."

Expected Outcomes

  • Adaptive approach: Faster results, closer relationship with populace
  • Transformative approach: Slower results, more thorough cultural change

Warning

Overly complex or rigid governance creates distance from the people and may lead to subordination to more adaptive competitors.

Validation

  1. Confirm the decision criteria were properly evaluated: urgency of results, cultural distance, and long-term goals
  2. Verify the chosen approach matches conditions — adaptive for urgent stabilization, transformative only when local customs fundamentally conflict with goals
  3. Check the outcome: governance is 简 and 易 (simple and easy), the people feel close (民近), and the populace is returning rather than departing
