Overview
The Hong Fan (Great Plan) is a comprehensive governance framework presented by Jizi to King Wu of Zhou. It provides systematic guidance for ruling a state through nine interconnected categories.
The Nine Categories
1. Five Elements (五行)
- Water: Moistens downward; produces salty taste
- Fire: Flames upward; produces bitter taste
- Wood: Can bend and straighten; produces sour taste
- Metal: Can mold and change; produces pungent taste
- Earth: Permits sowing and reaping; produces sweet taste
2. Five Matters (五事)
- Appearance (貌): Be respectful → produces dignity
- Speech (言): Be compliant → produces order
- Vision (视): Be clear → produces wisdom
- Hearing (听): Be discerning → produces strategy
- Thought (思): Be profound → produces sagacity
3. Eight Government Functions (八政)
- Food (食) - Agriculture and provisions
- Goods (货) - Commerce and trade
- Sacrifices (祀) - Religious rites
- Public Works (司空) - Construction
- Education (司徒) - Instruction
- Justice (司寇) - Law enforcement

5. Royal Perfection (皇极)
- Establish the highest standard of excellence
- Gather and bestow five blessings upon the people
- Practice impartiality: no favoritism, no factionalism
- Protect the widowed and orphaned
- Reward those of ability and virtue
6. Three Virtues (三德)
- Uprightness (正直): For normal times
- Strong-willed governance (刚克): For dealing with the unruly
- Gentle governance (柔克): For handling the enlightened
7. Resolving Doubts (稽疑)
- Select and establish diviners for turtle shell and milfoil
- Seven signs: rain, clearing, obscure, cloudy, overcast, steadfast, changing
- Decision hierarchy: Consult your heart, ministers, common people, and divination
- Follow majority consensus among all parties consulted
8. Various Signs (庶徵)
- Positive omens: Timely rain, sunshine, warmth, cold, wind
- Negative omens: Untimely weather patterns
- Royal conduct affects natural phenomena
9. Five Blessings and Six Extremes
- Five Blessings: Long life, wealth, health, love of virtue, natural death
- Six Extremes: Early death, sickness, sorrow, poverty, wickedness, weakness
