VISION.md is the durable doctrine owner. Read it before making product, architecture, public-API, CLI, data-model, or workflow decisions.

Treat vision as a decision filter, not a feature backlog.
Prefer repository evidence over memory and temporary discussion.
Record new durable doctrine in VISION.md; put implementation detail in docs, plans, PRDs, milestones, ADRs, or source owners.
If source truth contradicts the vision, stop and resolve the contradiction explicitly. Do not quietly pick one.
Use sync-vision to audit drift and advance the recorded baseline.
