Runs preflight checks and sets up config and work directories before a zeroize audit.

Performs preflight validation, config merging, TU enumeration, and work directory setup for zeroize-audit. Produces merged-config.yaml, preflight.json, and orchestrator-state.json.

Delivery for this kind is on the roadmap — not serving yet. You can still add it. It stays paused until ahel can serve it.
